The recent interdepartmental policy research on adequate pensions (IBO report) suggests that the pensions of groups of workers in the Netherlands are inadequate. This research focuses on two of these groups, women and migrants, and the effect that differences in pension plans may have on their pension accrual. For example, pension plans have varying deductible amounts (up to well above the state pension) and accrual rates. Both characteristics are logically related: in order to still achieve desired accrual at a higher franchise, the accrual rate ceteris paribus will be higher.

A multidisciplinary team will examine the possibilities and consequences of changing these two parameters for the pension gap between different population groups. If possible, different scenarios will be calculated using data from practice, and policy options for adjustments in schemes will be investigated, taking into account the fiscal excessiveness. We will also keep an eye out for (other) mechanisms in pension schemes that contribute to indirect distinctions between groups, especially when those mechanisms work cumulatively from intersectionality.
