  1. The recent state of the – interpretation of the – legislation on embarkation and the economic and legal preconditions that apply.
  2. The important steps that must be taken when entering the ship and the considerations involved can play a role.
  3. The interpretation and determination of ‘disproportionate disadvantage’ for certain groups, an important but difficult to interpret precondition.
